5 reasons for Spain's colossal economic troubles

MADRID (AP) ? Spain's financial crisis is a lot like peeling an onion: remove one troubled layer and you expose another.

Repeated efforts since 2009 by successive governments to fix the country's problems have managed to undermine confidence in the fourth-largest economy among the 17 nations that use the euro.

A recession is deepening in Spain and a growing number of its regional governments are seeking financial lifelines. These developments are adding to the problems of a government already struggling to prop up its shaky banking system.

Spain's main IBEX stock index has lost 3 percent over the last three days while the government's borrowing costs for its debt have soared to their highest levels since the country joined the euro in 1999.

Last Friday, Spain finally got approval from the other 16 members of the eurozone to access up to ?100 billion ($121 billion) in loans to prop up its banks which are weighed by down by ?180 billion in soured real estate investments.

Spanish officials had hoped a solution for the banks would ease some concerns about the state of the country's finances and prompt investors to stop demanding unmanageably high interest rates for government debt. Such high rates forced Greece, Ireland and Portugal to seek full-blown public finance bailouts.

But instead of easing off, investors panicked again.

On Monday the country's central bank said that the economy shrank by 0.4 percent during the second quarter, compared with the previous three months. The government predicts the economy won't return to growth until 2014 as new austerity measures hurt consumers and businesses.

On top of that, Spain is facing new costs as a growing number of regional governments that function like U.S. states ask federal authorities for assistance.

By Tuesday, investors had sent benchmark borrowing rate for Spain's 10-year bonds to 7.53 percent, just the latest in a series of records. By contrast, Germany's is just 1.26 percent.

If Spain's borrowing rates continue to rise, the government may end up being locked out of international markets and be forced to seek a financial rescue that would push Europe's rescue funds to breaking point.

Here are five reasons investors are scared about Spain:

HURTING REGIONAL GOVERNMENTS

During Spain's property boom, the country's 17 semi-autonomous regions raked in unprecedented revenues from building permits and fees. They windfall to finance infrastructure projects and the ranks or public employees swelled. Across Spain, highways, parks, public swimming pools, gleaming government buildings and airports sprung up.

Now the property market has collapsed and the regions can no longer afford to pay their bills and manage their debts.

The regions' problems have been a focus of investor concern for more than a year, but the fears skyrocketed last Friday when the region of Valencia announced it would be the first to tap a federal fund set up to bail out the hurting regions. Over the weekend, the region of Murcia said it also needed help.

More regions are expected to join the queue, threatening to overwhelm the central government. No one knows how much money the regions will need, though leading newspaper El Pais said they have combined debts of ?140 billion and that ?36 billion must be refinanced this year.

The fund set up by the government on July 13 will have ?18 billion in capital, part of it raided from the national lottery. If more funds are needed, Spain would either have to issue debt at punishing rates ? or ask for a bailout.

WEAK GROWTH PROSPECTS

While one out of every four Spaniards are unemployed, the rate for job-seekers under 25 stands at 52 percent. Emigration by young adults is on the rise, and companies are taking advantage of new labor reforms that make it cheaper to fire workers. The country is in its second recession in three years.

Just as Valencia was announcing its financing needs last Friday, Spain's finance minister revealed that the economic contraction will be deeper than expected in 2013 ? meaning an even longer period of economic pain before Spain can hope to start generating jobs again.

For this year, the government expects a smaller contraction than previously forecast of 1.5 percent, down from a previous estimate of 1.7. However, instead of economic growth of 0.2 percent for next year, the government now forecasts a contraction of 0.5 percent.

BANK BAILOUT WORRIES

The concerns circling Spain's shaky banks intensified in May when Bankia, the country's fifth-largest lender, unexpectedly announced it would need ?19 billion to cover its toxic property loans and assets. A month later, leaders of the other 16 countries that use the euro crafted a rescue package of up to ?100 billion for Spain's banks.

Spain still hasn't put a precise figure on how much the banks will need, denying investors a clear picture of the extent of the problem and whether the ?100 billion is enough to handle it. Those numbers won't start coming out until September when extensive audits and stress tests of each bank are finalized.

Friday's announcement by eurozone finance ministers that they had agreed the terms of the bailout hasn't quelled markets. That's because the government is ultimately liable to repay the loans. Europe's financial leaders agreed in principle earlier this month to eventually make loans directly to banks and take the Spanish government out of the equation. But that shift is a long way off ? a pan-European banking authority would have to be created first and that could take years.

There is also concern that the rules of the bailout mean that eurozone would have to paid back first before other debt is settled. This could leave less money for private investors.

DEBT DEPENDENCY

The bank bailout has only made investors more worried about Spain's financial position.

Two-thirds of Spain's government bonds are held by the country's banks, pension funds and insurance companies ? that's 50 percent higher than last year. This sharp increase is a sure sign that foreign demand for Spanish debt is falling fast.

Market-watchers are concerned that Spain and its banks are dependent on each other: the government is issuing debt, the majority of which is being bought by its banks, only to use the funds from the sale to prop up its banks so that they can buy more government debt.

Spain has so far this year issued ?59 billion in bonds out of a total ?86 billion planned for 2012. But as the banks' condition deteriorates, there is growing concern that they won't be able to buy up much more government debt.

GROWING PUBLIC ANGER

Since beating former Socialist Prime Minister Jose Luis Rodriguez Zapatero in the polls late last year, Prime Minister Mariano Rajoy has been introducing successive rounds of austerity measures aimed at preventing the country from being forced into a public finance bailout.

Rajoy's latest set of measures has been his most controversial ?a steep hike in Spain's sales tax, and the elimination of one of the 14 yearly paychecks that public servants receive.

Spain has been spared the level of brutal anti-austerity street violence like that seen in Greece, but got a taste of it on July 11 after Rajoy unveiled the new round of cuts and tax rises. Spanish miners and sympathizers, incensed with the seemingly endless cutbacks and tax hikes, clashed with riot police who fired rubber bullets, injuring 22 demonstrators and 10 officers.

The miners said cuts in government mining subsidies will leave them jobless, and many Madrid residents joined in because they believe the problems that the miners face are similar to their economic woes.

Off-duty police and firefighters are starting to join in anti-austerity protests by public servants. Officers are prohibited from wearing their uniforms while protesting, but deck themselves out in white shirts to identify themselves, and the firefighters hold their helmets.

If future protests come with escalating violence, that would only make investors more nervous about Spain.

Top White House counterterrorism aide in Israel

US President Barack Obama's top counterterrorism adviser was in Israel on Wednesday to discuss the recent attack on Israelis in Bulgaria and meet with the Palestinian prime minister.

During the visit, John Brennan consulted with "senior Israeli officials about a range of shared security concerns, including the recent wave of terrorist plots against Israeli and other interests," the White House said in a statement.

Brennan also had a "productive meeting" with Palestinian prime minister Salam Fayyad in Jerusalem, White House National Security Council spokesman Tommy Vietor added.

Brennan, a Middle East expert, traveled on Monday to Bulgaria, where a suicide attack on July 18 targeted a busload of Israeli tourists.

The blast killed five Israelis, their Bulgarian bus driver and the attacker. The group was headed from Burgas airport toward resorts on the Black Sea when the bomber struck.

Israel accuses Iran of masterminding the attack and Lebanese Shiite militant group Hezbollah of executing it, claims they both vehemently deny.

China sends troops to disputed islands in South China Sea

The Central Military Commission, China?s most powerful military body, has approved the deployment of a garrison of soldiers from the People?s Liberation Army to guard islands claimed by China in the South China Sea, the state-run Xinhua news agency said on Sunday.

The announcement came as Chinese authorities told state media that 45 legislators elected to govern the 1,100 people who live on the island groups of the Spratlys, the Paracels and the Macclesfield Bank ? known in Chinese as the Xisha, Zhongsha and Nansha islands ? met for the first time on Monday.

The new legislators would not only govern the island groups, many of them consisting of rocks and atolls, but also 2 million square km of the South China Sea over which China claims jurisdiction, according to state media.

The two moves appeared designed to reinforce China?s claims over the South China Sea a week after a meeting of foreign ministers of the Association of South East Asian Nations (ASEAN) in Phnom Penh, Cambodia, at which China, according to diplomats at the meeting, used its influence to stop even a rudimentary communiqu? on the South China Sea among the 10 nations.

The establishment of a legislature for the sparsely populated islands, and the dispatch of soldiers, will antagonize Vietnam, which claims the same islands. Vietnam and China have fought since the 1970s over the three island groups, and last month, Vietnam passed a law that claimed sovereignty over the Paracels and Spratly Islands. In response, China said the islands were the ?indisputable? territory of China.

Hipmunk Aims At Assistants And Office Managers With Its First Paid ...

Travel search startup Hipmunk is launching its first paid product today ? Hipmunk Business Class, which offers extra features designed for assistants, office managers, and other folks who have to book trips for multiple businesses travelers.

CEO Adam Goldstein tells me he originally designed the site as a response to his own personal travel experiences, with the expectation that it would be used mostly for leisure travel, but feedback and data is showing that there are users who find Hipmunk ?way more useful in a business context.? After all, one of Hipmunk?s key insights is the fact that some people aren?t just looking for the cheapest way to book a flight, and instead may care more about reducing their ?agony? by avoiding things like red-eye flights and multiple layovers. That probably resonates if you?re an assistant booking a flight for a business executive, where you care more about agony (or at least convenience) than price.

The biggest addition in Hipmunk Business Class is a new process for approving travel. Previously, if you wanted to make reservations for someone else on Hipmunk, you probably ran a search, made a list of likely flights, and then copied the details into an email. Then, once they?d chosen a flight, you?d redo the search, select the flight again, and purchase the tickets.

Now, Hipmunk has streamlined that process ? you can automatically create an email listing any of the flights that you want to include, and the recipient can hit an ?approve? button from directly within that email to make their selection. Once they do, their assistant (or whoever) gets a notification that takes them directly to the right flight on the Hipmunk site.

Other features include integration with Outlook calendars (Hipmunk already integrated with Google), so you can see someone?s schedules and remove any flights that conflict with existing meetings. When you?re booking a hotel, Hipmunk Business Class can also bring up a map showing where a hotel is in relation to someone?s scheduled meetings, allowing you to ensure that you don?t accidentally book them in an inconvenient location. And you can save different travel preferences, like their favorites airlines and hotels, for different users.

Goldstein says there are no plans to develop paid products for other customer groups. It made sense in this case, he says, because assistants made up a significant part of the Hipmunk customer base (the company estimates that about one-third of its traffic comes from business travelers), they had needs for specific features that probably wouldn?t get used by everyone else, and at small and medium businesses, many assistants are probably paying $25 or $35 per phone call to book travel with various agencies. So developing a paid product seemed like a good way to justify the investment in new features.

This is probably one of the big product announcements that was promised when Hipmunk raised a $15 million Series B last month.

Lorrie knits and sews: What a week - Xanga home

It started with a birthday party for the 5 yr old paleontologist. Not surprising, most of his gifts were dinosaur related, as was his cake, both of them. His day stared with a playground party with his friends. DD said it was the easiest party ever. Note that the cake is made of cupcakes, so easy to serve. DD#1 was there, having ridden her motorcycle in from Jacksonville, Florida. She's staying with them for the week.

My gift to him was a Stegosaurus hat, similar to one I had made for his brother at the same age.

Sunday night my nephew from Hawaii arrived in Ohio. Luckily for me, he was staying with my sister. His plane actually arrived at 1:00 AM Monday morning. The 5 hour time difference was in his favor. My sister and her DH went straight to bed. We had dinner with them Monday night. It made for a long day for me, since it's a 2 hour drive each way. I left work at 12:00 and had a nice afternoon with them. My bookworm granddaughter went down with me. She'll be a high school senior this next year, so it wasn't like herding cats, which I'm out of practice at. Nephew C is at the center. He hasn't been to Ohio for 25 years, since my mother died.

The photo was taken on Tuesday. My sister gave me a trunk load of plants for my yard on Monday. She noticed that my yard was sparsely planted and she had lots fo things that needed thinning. I spent Tuesday in the yard, in the heat, mowing, edging, weeding and planting. I also had bought more solar powered lights, which are now installed. Note to self - get a picture when they are lit. I also bought some dragonflies for the front yard. Half of them aren't dragonflies, but still pretty. It took me four days to notice the difference. They change color; red, blue, green. I am so tempted to buy some more, but I'm resisting so far!

Wednesday, I ate left overs from Tuesday. DD#5 flew into Ohio, but had a business meeting at Kent. She booked a hotel room and invited me to join her. The hotel room gave her peace and quiet to make notes and digest the meeting. She was treated to dinner, so I came down after work. We hung around for the evening , swimming in the pool, sitting in the hot tub, etc. I was knitting a sock for her DH who has a birthday in early August. The hotel is in Cuyahoga Falls, right on the falls. I had to get home quickly in the morning to let the dog out. DD had rented a car, so she came shortly after. She stayed with me Thursday night.

Thursday we were back at my sister's house for a baby shower. Her youngest daughter is due in September and it was a good time for another family gathering. It's a large family with all my kids and their families. At least one advantage of not being able to get everyone at one. Dear Nephew got to meet them gradually. Monday's dinner included DD#4 and her 3 kids. the kids stayed home Thursday. Those attending were Me, my son and his daughter (same as Monday's gathering), DD#1, DD#4, and DD#5. The shower was held in the garage, due to a 70% chance of rain. Of course, in thei drought stricken area, it didn't rain until we were driving home. Yes, I missed getting a picture of the mom-to-be.

Friday we gathered at DSon's house, just my family, so out of town daughters had a chance to spent time with siblings.

Saturday was a high school graduation party at DSon's. Sister came with nephew and her older daughter B. B had just arrived from New Yiork city. More getting to know each other better. She's becoming a teacher, and spent much time talkingtalking education theory with DD#5, a social psychology professor at Florida State. Phone numbers and e-mails were updated as well ad snail mail addresses. This is the year of more communication. One of the benefits of having my DH die. We realized that we needed to connect more with each other.

2) Comparison of APR is more useful for Fixed Rate Mortgages. Since the interest rate for Adjustable Rate Mortgages are not fixed, the Annual Percentage Rate that the lenders quote is not the actual figure and is based on forecasts.

3) Annual Percentage Rate is calculated for the full term of the loan, but borrowers rarely keep a mortgage for 15 or 30 years. Under the Virginia statute of 18.2-371, if one is convicted of subsection ii, would registration as a sex offender required? I have searched high and low and the Virginia Sex Offender list of statutes that require registration does not have it as any offense that would require registration. But among more digging, it states that on the 3rd offense that it is upgraded to a class 6 felony and sex offender registration is required. My close friend is currently talking to a 17 year old female and I warned my friend to not pursue this due to the un-clear law regarding it. Can anybody please specify this for me.
