The American Civil Liberties Union Foundation of Texas is accepting applications for summer 2013 Legal Program internships.? The ACLU is one of the nation?s foremost defenders of civil liberties and civil rights.? We are a nonpartisan organization dedicated to defending the Bill of Rights through litigation, legislation, and public education.? The Texas affiliate of the ACLU, founded in 1938, is headquartered in Houston, and includes regional offices in Austin and Brownsville.

Description:
The ACLU Foundation of Texas? Legal Program seeks highly motivated law students, with a demonstrated commitment to civil rights and civil liberties, and the initiative and energy to see projects to completion.? Preference will be given to second-year law students.? First-year law applicants should have a demonstrated commitment to civil rights.? Spanish language ability is preferred.

Legal Program interns will be supervised by the ACLU Foundation of Texas? Legal Director and/or staff attorneys.? Assignments include:

  • Assisting in litigation;
  • Investigating complaints;
  • Completing fact research and legal analysis; and
  • Drafting memoranda in preparation for litigation of civil rights cases.

The ACLU of Texas works across the spectrum of the Bill of Rights.? Our campaign priorities for 2011-2013 are Immigrants Rights, Youth Rights, Religious Freedom, and Criminal Law Reform.? Each intern will be assigned primary responsibility for working on cases and investigations in one or more of the campaign areas below and efforts will be made to accommodate the particular interests of each intern.

  • Immigrant Rights Campaign:? focus is on ending state and local law enforcement of federal immigration law; ensuring equal protection of the law to all non-citizens; stopping abuse of power by federal authorities along our border; and ending civil immigration detention and sub-standard living conditions for non-citizens in custody.
  • ? Criminal Law Reform Campaign: focus is on ending over-incarceration in Texas with an emphasis on eliminating racial disproportionality; ending the privatization of prisons and jails in Texas; and ending the death penalty in Texas.??
  • Religious Freedom Campaign: focus is on ensuring K-12 public school curriculum and textbooks are free from government-sponsored religion; promoting the separation of church and state on public school campuses; and ensuring Texans are able to practice their faiths, or no faith at all, without government interference.
  • Youth Rights Campaign:? focus is on keeping students from entering the criminal justice system; ending the use of solitary confinement of children in prisons and jails; and ensuring all children are treated equally in Texas schools.

Legal Program interns have the opportunity to participate in ACLU Foundation of Texas summer internship events, such as workshops, meetings with civil rights and social justice lawyers from around Texas, social events, and summer outings.

Funding

Unfortunately, the ACLU Foundation of Texas is unable to fund summer internships; however, we will assist students to obtain their own funding in any way we can.? We have had significant success working with students to secure grants and fellowship funding.? We will also assist students who wish to obtain clinical or academic credit for their internship.

Application:
For students attending law school outside of Texas, positions will be filled on a rolling basis.? Second-year law students should apply as soon as possible; first-year law students as soon after December 1 as possible.

Students attending law school in Texas are required to apply through the University of Texas School of Law?s Public Interest Career Day process.? We will be conducting interviews at the 2013 Career Day (http://www.utexas.edu/law/career/employer/pscd.html).? For students unable to participate in the Career Day or second-year law students in Texas who would like to secure an internship prior to the Career Day, please follow the submission and timing guidelines established for non-Texas law students.

Clinton releases road map for AIDS-free generation

(AP) ? In an ambitious road map for slashing the global spread of AIDS, the Obama administration says treating people sooner and more rapid expansion of other proven tools could help even the hardest-hit countries begin turning the tide of the epidemic over the next three to five years.

"An AIDS-free generation is not just a rallying cry ? it is a goal that is within our reach," Secretary of State Hillary Rodham Clinton said in the report. Clinton had ordered the blueprint for what the U.S. and other countries should do to slow the spread of AIDS.

President Barack Obama echoed Clinton's promise.

"We stand at a tipping point in the fight against HIV/AIDS, and working together, we can realize our historic opportunity to bring that fight to an end," Obama said in a proclamation to mark World AIDS Day on Saturday.

Some 34 million people worldwide are living with HIV, and despite a decline in new infections over the last decade, 2.5 million people were infected last year alone.

Given those staggering figures, what does an AIDS-free generation mean? That virtually no babies are born infected, young people have a much lower risk than today of becoming infected, and that people who already have HIV would receive life-saving treatment.

That last step is key: Treating people early in their infection, before they get sick, not only helps them survive but also dramatically cuts the chances that they'll infect others. Yet only about 8 million HIV patients in developing countries are getting treatment. The United Nations aims to have 15 million treated by 2015.

The world spent $16.8 billion fighting AIDS in poor countries last year. The U.S. is the leading donor, spending about $5.6 billion.

Thursday's report from PEPFAR, the President's Emergency Plan for AIDS Relief, outlines how progress could continue at current spending levels ? or how, if other donors or hard-hit countries themselves can step up investments, faster progress is possible.

Consider Zambia, which already is seeing some declines in new cases of HIV. It will have to treat only about 145,000 more patients over the next four years to meet its share of the U.N. goal, a move that could prevent more than 126,000 new infections in that same time period. But if Zambia could go further and treat nearly 198,00 more people, the benefit would be even greater ? 179,000 new infections prevented, the report estimates.

In contrast, if Zambia sticks with its 2011 levels of HIV prevention, new infections will level off and may even rise again over the next four years, the report found.

"The blueprint lays out the stark choices we have: To stick with the baseline and see an epidemic flatline or grow, or ramp up" to continue progress, said Chris Collins of amFAR, the Foundation for AIDS Research.

Building a new scholarly communications ecosystem from first ...

Like the old saying goes, information wants to be free. In particular, the consumers of information would prefer for the most part not to have to directly pay for the information they are consuming. The information itself, if I may anthropomorphize for a moment, also wants to circulate as freely as possible, to be as consumed as widely as possible, to be as highly regarded as possible. That way it gets to be the information that ?wins? the best-used-most-used information sweepstakes.

This seems to me to be a first principle for scholarly communications. Both the users of the information and the information itself strongly prefer that there be no toll access barrier between them.

On the other hand, the old saying also tells us that information wants to be expensive. In particular, good information is non-trivial to create so its creators would prefer to be fairly compensated for their effort. Information is also expensive because there are genuine overheads involved in endorsing, validating and disseminating the information.

And this should also be a first principle for scholarly communications. There needs to be a way to properly fund the dissemination of information.

In the traditional scholarly communications ecosystem, the true creators of the information ? the scholars ? aren?t directly compensated. Broadly speaking, their salaries are paid by the funders of their research, not the consumers or disseminators of their research outputs. Also, the relative prestige that accrues to them isn?t funded directly by anyone really, but is a result of the value that the consumers place on their information relative to other information. As such, it seems to me that how the scholars pay their bills and earn prestige doesn?t need to be directly connected to the rest of the ecosystem and as such isn?t a first principle.

And speaking of traditional, there?s another sticky bit. What about intermediaries like publishers and libraries? It seems both of these would prefer that information be expensive, to preserve their symbiotic roles in the ecosystem. Charging for publishing scholarship as well as validation and the conferring of prestige on the the part of publishers. And on the part of libraries by redirecting funder monies towards those publishers for their services.

Is there a first principle for publishers and libraries? It seems to me that they can certainly play an important role in the facilitation and implementation of the other first principles but that perhaps the intermediary role isn?t itself a first principle.

At this point we are left with very few first principles. We?re left with the requirement for no toll access barriers to information. And with the burden to create a funding model that does not impose those toll access barriers.

Now comes the hard part. For which my wisdom alone is not sufficient.

3 Tips to Keep Your Teen Focused During the Holiday Season

There are 32 days between Thanksgiving and Christmas this year, and it's a safe bet that high school students are counting each and every one of them.

The excitement of the holidays--and the corresponding break from school--can make it hard for teens to focus, but schoolwork can't take a backseat to holiday activities.

"If kids are excelling in school, they don't want to fizzle out now, and if they've been struggling ... now [is] the time that they really need to step up to the plate," says Jennifer Bernstein, a professor at Le Moyne College and founder of Get Yourself Into College, which guides students through the college application process.

Finals and college applications don't disappear during the holiday season, either, so parents should pay close attention to ensure their teen finishes the year on a strong note. The following tips can help parents keep students on track through New Year's.

1. Map it out: Schedules are hectic over the holidays. Jotting application deadlines, assignment due dates, and big exams on the calendar can help parents and students prioritize their time.

"Make a list, check it twice, then make your plan of attack," says Melissa Khan, a Los Angeles-based life coach who works with teens.

That plan should include blocking time out each day so students aren't overwhelmed during the final days of the semester, adds Le Moyne's Bernstein.

Using an online calendar allows parents to keep track of their teen's progress without nagging them, she adds.

"Google Calendar is great because it has a share feature," she says. "You can have your teenager indicate on the calendar what he or she accomplished each day, and then you can just keep your eye on things."

2. Embrace the spirit: Don't pretend like this is any other time of year. Instead, harness the excitement to motivate your teen, says Sherri Ziff, a life coach who has two teenagers at home.

"Don't ignore that the energy in the air is all about the holidays coming up," Ziff says. "Encourage a break between English and math and surprise them with a hot chocolate or talk about what gifts they should get friends or family."

Parents can also harness the holiday spirit to engage their teen in service learning activities, says Merle McGee, vice president of programs at the Harlem Educational Activities Fund, an after-school program focused on getting teens to college.

Volunteering at a soup kitchen or donating gifts to a needy family gets students involved in their community and helps parents promote their family values, McGee says. It also helps build experiences for college applications and essays.

3. Keep looking ahead: December is often a time to reflect on the past year, but parents should also push students to focus on what is in front of them, McGee says.

For juniors, that means starting the college search in earnest. For seniors, that means finishing college essays, submitting applications, and researching financial aid options.

Younger students aren't off the hook, either. Underclassmen should spend the holidays thinking about internships, camps, or classes they want to participate in over the summer, she adds.

"It's an opportunity for them to reflect on ... [how] they will continue to explore themselves and their interests while building a strong collegiate profile," McGee says. "The role of parents is helping to keep their child focused on the activities that they need in order to propel themselves forward towards those higher education goals."
